India Tightens Overseas Citizenship of India (OCI) Rules
Context:
MHA issued a gazette notification tightening the grounds for cancellation of OCI registration, citing national interest, criminality, and compliance.
Key Facts for UPSC:
- An OCI cardholder can now lose registration if sentenced to imprisonment for ≥2 years or charge-sheeted for an offence with punishment of ≥7 years.
- Applies to convictions both inside and outside India, if offence is recognized by Indian law.
- Existing grounds (Section 7D, Citizenship Act 1955) also cover fraud, false representation, disaffection to Constitution, unlawful trade with enemies in war, conviction post-registration, and threats to sovereignty, security, or foreign relations.
- OCI scheme (since 2005): Lifelong visa, multiple entry privileges for foreign nationals of Indian origin, but not available to those with Pakistani/Bangladeshi lineage.
- Policy rationale: National security, integrity, and international relations protection; aligns with global best practices for revoking quasi-citizenship.
SabhaSaar: AI Tool for Gram Panchayat Meetings
Context:
MoPR will pilot SabhaSaar, an AI-powered meeting summarization tool, initially in Tripura, to digitize and structure Gram Sabha minutes.
Key Facts for UPSC:
- Uses AI, Natural Language Processing (NLP), and integrates with Bhashini for transliteration in 13 Indian languages.
- Transcribes audio/video meetings, extracts decisions, generates standardized minutes, and enables transparent record keeping.
- Aims to boost participatory democracy, governance efficiency, and historical record accuracy at grassroots level.
- Tech-enabled inclusion: Especially crucial for documenting sessions in remote/rural locations and facilitating digital monitoring by higher authorities.
Civic Engagement in Health Governance
Context:
India’s doorstep healthcare schemes have exposed the need for stronger civic participation in governance local committees, open forums, and tech integration.
Key Facts for UPSC:
- Mechanisms: VHSNCs (Village Health Sanitation and Nutrition Committees), Jan Sunwai forums (public hearings), Rogi Kalyan Samitis (hospital resource oversight), Mahila Arogya Samitis (women-led urban health action), e-Sanjeevani digital feedback, and social audits.
- Governance Value: Improves service access, accountability, equity, and legitimacy; community-driven prioritisation, provider–citizen trust.
- Barriers: Passive participation, over-reliance on metric-driven programs, leadership disconnect, lack of statutory or financial support, and low citizen awareness.
- Way Forward: Empower committees, ensure statutory backing, integrate health education, targeted outreach to marginalized groups, staff training in participatory methods, and robust transparency via audits.
- Case studies: Tamil Nadu’s Makkalai Thedi Maruthuvam, Karnataka’s Gruha Arogya, Kerala’s Aardram Mission, Odisha’s Gaon Kalyan Samitis.

Brown Revolution 2.0 for Soil Health
Context:
The proposal seeks to restore Indian soil fertility using the Amul cooperative model to manage agricultural waste.
Key Facts for UPSC:
- Issue: Vast areas of India below critical soil organic matter levels, affecting farm yields and resilience.
- Only ~20% of crop residue is recycled; most is burned, worsening PM2.5 pollution and water quality (eutrophication).
- Model: Village-level cooperatives to process agri-waste into compost/biochar/vermiform; leverages AI and IoT for soil monitoring, carbon-credit tracking.
- Policy framework: Mandatory cluster funding, economic incentives (MSP for biomass), strict bans on burning, integrated with Soil Health Card.
- Environmental benefits: Restores fertility, curbs chemical fertilizer dependence, and fights climate change.

- Drivers: MHA’s deportation operations, Bangladesh regime change, Aadhaar cancellation, and increased raids.
- Voluntary exit: Reduces detention congestion; aligns with UNHCR repatriation principles; distinct from forced pushbacks.

Context:
Geology study identifies 117-million-year-old mud waves under Atlantic, showing early north-to-south saltwater flows and altering climate history.
